It would be helpful if you mentioned what version of PowerBuilder. Shouldn't you have two licenses since you have two developers? Version 10.5 and earlier don't have any copy protection so technically the second person could just install it again. Version 11 and newer have copy protection software known as SySam built in. You might be able to set it up with a served license but I have not tried it myself.
