As Dora said create a custom tax code using table V_T7INT7.Assign this wagetype to custom tax code in table V_T7INT9 with tax type(Limit based) and choose relevant frequency either Monthly/Annually  with exemption amount as 1800.Indicate that wagetype as Perk in V_T7INA9 table.
