Maybe the setting is correct because you know one rule can use for more than a shift and imagine there is a circular shift and EEs in this shift will be off regardless than day. In this case Sunday should be counted for this EEs for example.
In this case you should control the issue with other settings you have, day type, public holiday class and so on.
