Remove edit and create access for define transportation lane transaction code

Hi Experts,

Need to restrict edit access and create access for  transaction code /SCMTMS/TL5 (I need display only).Tried achieving this with  authorization object C_APO_LOC but it did not help. Let me know the solution .
