Please maintain services or limits

Hi,

I am facing an error message 'Please maintain services or limits' while trying to create a service PO with reference to Purchase Requisition through BAPI_PO_CREATE1 where services are already there in purchase requisition. Please help and please give inputs for BAPI to create service po with reference to Purchase Requisition.
